Position Summary

Working closely with and reporting to the Director of Public Policy, the Public Policy Manager will track emerging trends and issues in public policy in Canada and in other jurisdictions, develop public policy briefs, and provide advice and recommendations on policies affecting race relations in Canada. The Public Policy Manager will support the Public Policy department’s work on researching and analyzing (innovative) policy solutions, specifically focused on eliminating systemic racism and discrimination and combatting hate. 

The Manager will work closely with and support the Director of Public Policy, to successfully shape and deliver on the department’s business goals. The successful candidate for this role is a self starter with innovative ideas to help solve complex public policy challenges that are core to achieving the CRRF’s mission. This person will be responsible to research and review public policies in Canada and other jurisdictions; and recommend measures to be adopted at the national, provincial, and international level for combating racism through policy.

Work location: Toronto, Ontario; hybrid work settings may return to on-site as required

Salary: $77,267-$92, 720 per annum. CRRF is a unionized workplace and the position and its salary are subject to a Collective Agreement.

CRRF offers a comprehensive benefits package, which includes three weeks of vacation, two personal floating days, sick days, 4% of annual income towards RRSP plan, and life, disability, medical and dental care insurance.

Probation period: 90 days.

Responsibilities

  • Advise Director on public policy issues related to the Foundation’s core areas of business and department specific work.
  • Prepare briefs and reports that outline the implications of proposed policy or legislative changes that impact the Foundation’s key areas of work.
  • Perform research on topics related to public policy issues in order to develop informed opinions about potential courses of action and conduct analysis on public policy issues and key stakeholders. 
  • Track and inform the public policy team of relevant policy debates, trends, policies and changes that impact CRRF’s strategy and policy direction.
  • Liaise with the government, regulatory agencies, and international organisations, building and maintaining relationships with local communities, Provincial and Federal departments, NGOs, academics, media and other relevant organisations. 
  • Participate in meetings with stakeholders to discuss relevant issues affecting the Foundation’s key areas of work; Help facilitate high-level meetings with key stakeholders to promote and advocate the priorities of CRRF and its clients.
  • Lead and support the preparation of internal and external facing policy-related resources such as persuasive letters, factsheets, briefs, press briefings, consultation responses and reports for use by the CRRF, and organize campaigns and events to advance those messages.
  • Proactively coordinate and communicate internally to align messaging and provide colleagues with a thorough understanding of public policy developments.
  • Keep up to date with pertinent legislation, trends and developments in government policy and determine relevancy to CRRF’s policy direction.
  • Keep abreast of relevant issues.
  • Develop and maintain professional networks and relationships in this sector.
  • Perform other job-related duties as assigned. 

Qualifications

  • A post-secondary degree in a related field (e.g., Political Science, International Development Studies, Political Science, Law, International Relations, Legal or Sociology); Or equivalent work experience and skills in conjunction with Indigenous cultural experience.
  • Experience in a similar role, experience in legislative environments preferred.
  • In-depth knowledge of the policymaking procedures and political landscape on elimination of systemic racism.
  • Experience identifying and understanding key issues pertaining to the Foundation’s operations, and synthesizing information for internal and external stakeholders, and recommending a best course of action.
  • Experience effectively communicating complex policy information to a wide variety of audiences.
  • Experience having high level conversations with government for the purpose of developing the Foundation’s relationships, reputation, and influence, and to secure resources and policy objectives.
  • Strong understanding of the policy landscape, policy development, protocol and trends in government and the sector; established networks in relevant institutions, industry, NGOs, and/or communities is an asset.
  • Experience in legislative or public policy research and analysis or in the development of legislation, regulations, or public policy.
  • Excellent communication skills(written and verbal), with experience in public speaking, writing, and a demonstrated ability to communicate policy issues to the media and the public.
  • Superior understanding of all orders of government, government decision-making, policy development, protocol and trends in government and the postsecondary education sector.
  • Energetic, collaborative, and willing to take on a variety of assignments as part of a small but dynamic team.
  • Ability to research on topics and issues to create policy proposals that assist the Public Policy Department. 
  • Ability to think and analyze a situation and act strategically to determine the best course of action; keen interest in public policy and politics.
  • Ability to undertake a wide range and variety of tasks with conflicting deadlines and manage changing priorities.
  • Detail-oriented, self-initiating, well-organized, and capable of managing multiple projects simultaneously and independently in a fast-paced environment.
  • Proven ability to write reports, briefs and prepare highly complex material that is presented to employees, members, the general public as well as to government and other interest groups.
  • Proficiency with Microsoft Office (Outlook, PowerPoint, Word, Excel) and other digital tools and applications. Comfortable using Zoom and other platforms as required for hosting online meetings and events.
  • Proficiency in French is an asset.
